Russia’s ruling United Russia party has secured 355 of the 450 seats in the State Duma, according to preliminary results from the country’s latest parliamentary election. With more than 95% of ballots counted, the party had received 57.83% of the vote, marking an increase from its 49.8% share in 2021.

The result exceeds United Russia’s previous record of 343 seats, set in 2016, and gives the party a constitutional majority in the lower house. The Communist Party secured 40 seats, while the LDPR won 25 and New People took 20 seats. Central Election Commission chief Ella Pamfilova said turnout had crossed 59%.

The election was held amid the ongoing Russia-Ukraine war and a tightly controlled political environment, with parties critical of President Vladimir Putin absent from the national ballot. On the final voting day, a major Ukrainian drone attack targeted Moscow and surrounding areas. Russian authorities said the strikes damaged an oil refinery and a residential building, while the Moscow region later reported three deaths.

Election authorities also reported attempts to disrupt voting infrastructure. Pamfilova said more than 1,000 waves of distributed denial-of-service attacks had targeted electoral systems and described those involved as “highly professional, well-coordinated groups using artificial intelligence tools.” Officials also reported disruptions to communication lines in Russia’s Far East.

The preliminary outcome gives United Russia its largest-ever representation in the State Duma. The Central Election Commission is expected to release the final parliamentary results later this week, formally confirming the composition of the new lower house.
