Odisha Rises as a New FinTech–InsurTech Powerhouse, Says IT Minister

Odisha is steadily building its identity as an emerging hub for FinTech and InsurTech, aligning closely with India’s push for digital growth and innovation. State IT Minister Mukesh Mahaling shared this view after attending the Black Swan Summit in Bhubaneswar, where key discussions focused on technology, finance, and global collaboration. The two-day summit concludes on Friday.
During the event, important MoUs were signed to strengthen Odisha’s digital ecosystem. Agreements were inked between the Global Finance & Technology Network and the Startup Policy Forum, as well as between Corporate Champions of BharatNetra and the Odisha IT Department. Highlighting the impact of these partnerships, Mahaling said, “Together, these partnerships reinforce Odisha's commitment to building a future-ready, innovation-driven digital economy with global linkages.”
The minister said the summit has become a strong platform where ideas move beyond discussion and turn into action. According to him, such collaborations are expected to open doors to new jobs, advanced technologies, innovation, and global financial networks. He also informed reporters that partnerships with FinTech and InsurTech firms aim to skill and employ nearly 7,000 youths in Odisha over the next five years.
Chief Secretary Anu Garg, who also spoke at the summit, said Odisha has grown into a USD 112 billion economy with solid fundamentals. She highlighted the state’s strong fiscal health, large working-age population, and steady shift from traditional sectors to areas like EVs, electronics, and green energy. Garg added, “Odisha aims to create 10 million jobs by 2027, scale to a USD 500 billion economy by 2036 and USD 1.5 trillion by 2047,” while focusing on urbanisation, resilience, and women’s participation.
Adding to this, Additional Chief Secretary Vishal Kumar Dev said Odisha offers scale with inclusion, a strong talent base, and stable governance, making it attractive for fintech innovation. With competitive costs, quality living standards, and policy stability, he noted that the state is fast becoming a preferred destination for global capability centres and next-generation digital finance initiatives.
