No-Confidence Motion Against Om Birla Set to Spark Intense Debate as Parliament Budget Session Resumes

The ongoing Budget Session of Parliament of India resumed on Monday with expectations of heated discussions, particularly in the Lok Sabha. The session, which will continue until April 2, is likely to witness strong political exchanges between the government and the Opposition. One of the major developments is a formal resolution moved by Opposition parties seeking the removal of Lok Sabha Speaker Om Birla. The motion, backed by 118 Members of Parliament from the INDIA bloc, accuses the Speaker of being “brazenly partisan” and favouring the ruling party during parliamentary proceedings.
The ruling alliance led by Prime Minister Narendra Modi and the Bharatiya Janata Party is preparing to defend Birla and counter the Opposition’s accusations. Despite the expected intense debate, the government’s majority in the House makes it unlikely that the motion will succeed. Since the Lok Sabha currently does not have a deputy speaker, Birla may appoint a senior member from the panel of chairpersons, possibly Jagdambika Pal, to preside over the proceedings if the motion is discussed.
At the same time, the government is also preparing to move a separate proposal against the Leader of Opposition Rahul Gandhi. A substantive motion submitted by BJP MP Nishikant Dubey seeks strict action against Gandhi, including the possibility of expulsion from Parliament. The issue is linked to Gandhi’s reference to an unpublished memoir titled Four Stars of Destiny written by former Army chief M. M. Naravane. Gandhi had cited parts of the manuscript during a debate, claiming they “exposed” the government’s handling of the 2020 border tensions with China. The government argued that referring to material not yet cleared by the Ministry of Defence violates parliamentary rules.
Apart from domestic political disputes, foreign policy matters are also expected to be discussed during the session. External Affairs Minister S. Jaishankar is scheduled to make a statement on the escalating conflict in West Asia involving Iran, the United States and Israel. Opposition parties have also demanded a detailed discussion on the proposed India-US trade agreement, which Rahul Gandhi has described as “anti-farmer” and “a surrender of sovereign interests”.
