PM Modi Hails Nitish Kumar for Turning Bihar’s ‘Jungle Raj’ into ‘Sushasan’ at Saharsa Rally

New Delhi, November 3, 2025

Prime Minister Narendra Modi, addressing a massive rally in Bihar’s Saharsa on Monday, launched a sharp attack on the Rashtriya Janata Dal (RJD) and the Congress, accusing them of romanticising an era of “Jungle Raj” marked by fear, crime, and corruption. He praised Chief Minister Nitish Kumar’s leadership for steering Bihar toward stability and development, calling it a transformation from “Jungle Raj” to “Sushasan” — or good governance.

“In the dictionary of RJD and Congress, you’ll only find words like katta (gun), cruelty, bitterness, bad manners, and corruption. This is all they learned in the school of Jungle Raj,” said the Prime Minister, evoking loud cheers from the crowd. He recalled the turbulent days when law enforcement and citizens alike lived under constant fear. Referring to the assault on Saharsa DSP Satyapal Singh during that time, he said such incidents symbolised the chaos and anarchy of the past.

“Under Nitish Kumar, those days of fear have ended. Development and good governance now define Bihar. Every officer, every businessman can work without fear,” Modi asserted.

He also accused the Opposition of prioritising “infiltrators” over citizens, saying, “Congress and RJD only care for those who encroach on your land and your rights. They go on tours to protect them, not you. Bihar needs protection from such forces, and we are committed to removing them.”

Mocking the Congress’s promise to set up a university modelled on Nalanda if voted to power, Modi reminded the audience of the party’s past neglect. “During their ten years in power, Congress and RJD gave just ₹20 crore to Nalanda University — an amount not enough to build even a single school. But after 2014, our government revived Nalanda’s ancient glory, investing over ₹2,000 crore and creating a world-class campus where students from over 21 countries now study,” he said.

Reiterating his development message, Modi declared, “NDA ki pehchan vikas se hai, aur RJD aur Congress ki pehchan vinash se hai — the NDA stands for progress, while RJD and Congress represent destruction.”

Speaking directly to women and youth, the Prime Minister urged them to guard against those who wish to drag Bihar back into the dark days of “Jungle Raj.” Sharing his first voting experience, he appealed to first-time voters in Saharsa and Madhepura, who go to polls on November 6, to “cast their first vote for the NDA, the alliance that ensures peace and prosperity.”

He also cited the long-delayed Kosi Rail Mahasetu bridge as an example of the Opposition’s neglect, recalling how the project, launched by Atal Bihari Vajpayee in 2003, was halted under Congress-RJD rule. “Their arrogance made Bihar suffer. They stopped every project meant for your welfare,” he said.

Contrasting that record with the NDA’s tenure, Modi emphasised that Bihar today stands for progress, peace, and empowerment. “Nitish Kumar’s government has restored dignity and opportunity. This is not just good governance — this is a new era of hope for Bihar,” he concluded.

Polling for the Bihar Assembly elections will be held in two phases on November 6 and 11, with results to be announced on November 14.

 From Jungle Raj to Sushasan

Prime Minister Narendra Modi praised Chief Minister Nitish Kumar’s leadership in transforming Bihar from an era of fear and corruption into one of peace and progress. Speaking at a rally in Saharsa, he accused the RJD and Congress of glorifying “Jungle Raj” while the NDA focused on development and good governance. Modi said that under Nitish Kumar, Bihar had regained stability and dignity. Urging voters to protect this progress, he reminded them that the NDA represents development while the Opposition stands for destruction, calling on youth and women to vote for a brighter, stronger Bihar.
